MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />if the City were to pursue the Star City Program. <br />Aanson felt it important to have dollars allocated to <br />economic development to show that the City is <br />aggressively seeking development. <br />Morelan felt that $10,000 seemed like a lot of money, <br />but noted that the majority of costs associated with an <br />economic development project would be recouped. <br />LaValle felt it good fiscal planning to allocate <br />dollars to economic development, noting that just <br />because dollars are allocated does not mean they must <br />be spent. <br />The Administrator pointed out the potential of using <br />these funds to cover the cost of a feasibility study <br />for a public improvement. <br />LaValle pointed out that by allocating the excess TIF <br />funds of $8,600 to Economic Development, the City needs <br />only budget an additional $1,400. <br />Morelan asked the connection of excess TIF funds to <br />economic development. <br />Scalze noted the discussion of the use of TIF to assist <br />the redevelopment of Rice Street. <br />Morelan asked if the excess TIF funds would not have <br />been received if the TIF District had not been set up. <br />The Administrator replied that the TIF funds would not <br />have been generated without the TIF District. <br />Council reviewed the proposed budget for the old fire <br />station. The Administrator pointed out the higher than <br />anticipated telephone costs as well as funds budgeted <br />for cleaning of that building on a weekly basis. <br />Council then reviewed the Sheriff's Department budget <br />with the City Administrator noting that the budget <br />includes additional staffing, bringing the number of <br />investigators at the Sheriff's Department up to four, <br />an additional radio assistant has been added to the <br />dispatch center, and full-time costs associated with <br />the property/fleet position which began in 1993. The <br />Sheriff's Department budget is increasing by 3.8% from <br />the 1993 budget amount. <br />Council reviewed the property 1994 Little Canada Fire <br />Department Budget. The Administrator noted that he has <br />included $16,500 as the City's contribution to the Fire <br />Department pension plan, which is the same amount <br />budgeted in 1993.
