MINUTES
CITY COUNCIL
OCTOBER 13, 1993
Morelan agreed that the paperwork involved in the new
fire inspection program needs to be improved upon.
Morelan felt that staff could work out the details and
forms necessary to make the program work.
LaValle pointed out that the City is paying for this
new program, and he would like to know what the City is
qetting for its money. LaValle indicated that he still
has a lot of questions.
Scalze asked if there were State requirements for what
a fire inspection should include.
Morelan pointed out that there is a Life Safety Code,
and a fire inspection should ensure that the provisions
of this Code are being met.
The City Administrator pointed out that in the past
fire inspecting has been more reactive than proactive.
The Administrator pointed out that he has described how
the program will work. The Administrator stated that
he is hearing concerns about past performance, and
noted that these concerns are not relevant to this new
program. The City is trying to get a new fire
inspection program underway, and should proceed with
the program.
The Administrator agreed that the forms contained in
the Council's agenda do require clarification, and this
will be done.
Pedersen suggested that the new program be put in place
and that an evaluation of the new program be presented
to the Council in three months.
The Administrator agreed, pointing out that it will be
possible to set measurable goals and determine outcomes
under the new program.
LaValle asked who will be responsible for overseeing
the new program.
The Administrator felt that it would be wise to place
the Fire Marshal in charge of the program as part of
the 3-month evaluation process. Defined goals will be
set for the program, and the Fire Marshal will be
responsible for achievement of those goals.
Mr. Morelan introduced the following resolution and
moved its adoption:
RESOLUTION N0. 93-10-337 - ADOPTING THE NEW FIRE
INSPECTION PROGRAM AS OUTLINED IN THE CITY ADMINISTER'S
Page 23
