MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1993 <br />WORKSHOP It was the consensus of the Council to schedule a <br />WITH FIRE workshop with the Fire Department to discuss the City's <br />DEPARTMF.NT contribution to the Fire Relief Pension Fund on <br />Wednesday, November 10th, at 6 P.M. <br />CITY The City Administrator noted that at the october 5th <br />SURVEY Council/Staff goal setting session, the top priority <br />established was to do another community survey to <br />obtain citizen input to help with long-range planning. <br />Estimated cost of such a survey is between $7,000 and <br />$10,000. Based on the importance of this survey as <br />evidenced at the goal-setting session, the <br />Administrator recommended allocation of funds as part <br />of the Capital Improvement Fund to cover the cost of a <br />survey. The Administrator recommended that $10,000 be <br />budgeted for the survey. <br />Hanson expressed the need to get members of the <br />business community surveyed in addition to residents. <br />Hanson pointed out that the City's businesses are also <br />tax-payers. Hanson believes the City is in a <br />transitional stage, and felt that direction is needed <br />from the business community as well. <br />Scalze pointed out the recent article in the <br />neighborhood section of the Pioneer Press reporting on <br />how Mounds View is forming focus groups to help in the <br />formulation of their survey. <br />The City Administrator pointed out that at the goal <br />setting session he and the Mayor were assigned the task <br />of putting together a recommendation on how to proceed <br />with the survey. The Administrator recommended that <br />Bill Morris of Decision Resources be contacted to give <br />an informational presentation to the Council on <br />surveys. After that presentation, it might be <br />beneficial to form a committee to decide on the <br />surveying firm, type of survey that would best serve <br />the City, and formulate survey questions. <br />LaValle suggested that the City obtain a copy of the <br />survey that St. Louis Park is currently putting <br />together. <br />ASSESSMENT Hanson opened the assessment hearing for Improvement <br />AEARING No. 91-11, improvement of streets within Ryan <br />IMP. NO. Industrial Parlc. The a mount proposed to be assessed <br />91-11 is $136,261.40. <br />RYAN IND. <br />PARK The City Administrator reported that the City has <br /> received signed Waivers of Rights to Appeal assessments <br /> Page 6 <br />
