MINUTES
CITY COUNCIL
OCTOBER 13, 1993
from all the property owners affected by the Ryan
Industrial Park road improvement project. Total
project costs are below the cap that was established
for the project, but somewhat above estimate. The
Administrator reported that Bonestroo & Associates did
a superior job, and a superior project was realized
from what was originally envisioned.
There was no one present from the general public
wishing to comment on this matter.
Upon motion by Scalze, seconded by LaValle, the public
hearing was closed.
Mrs. Scalze introduced the following resolution and
moved its adoption:
RESOLUTION N0. 93-10-325 - ADOPTING THE ASSESSMENT ROLL
FOR IMPROVEMENT NO. 91-11, RYAN INDUSTRIAL PARK ROAD
IMPROVEMENT, AS PRESENTED
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Scalze, LaValle, Hanson, Morelan, Pedersen.
Nays (0). Resolution declared adopted.
Scalze asked about the next step for Ryan Industrial
Park, recalling that it was to ensure that code
enforcement was done, including landscaping completion
around curbing. Scalze felt that the City should not
step backward in this area, but rather forward.
The City Administrator reported that some of the
boulevard areas are being landscaped as part of the
project. There have been some conversations with the
businesses in the Park, and it is their intention to
fix up their properties. The motivation to do so is
now higher given the completed road project. The
Administrator felt the next step would be to contact
the businesses to determine their intent for specific
clean up of their properties.
The City Engineer reported that the driveways into the
various businesses in the parks are now established, as
well as five feet of sodded boulevard area. It is
hoped that the property owners would continue the
landscaping further back into their properties. The
Engineer reported that the road improvement project did
not address all of the drainage issues in the park, and
in some areas the property owners will have to reshape
their properties to malce the drainage work better. The
Engineer reported that he is pleased with the final
road grade, noting that it is lower than it was
Page 7
