MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1993 <br />Administrator did in preparation for the assessment <br />hearings. LaValle indicated that employees respect the <br />Administrator and felt his leadership was outstanding. <br />LaValle agreed that improvement was needed in the area <br />of code enforcement, but felt that the responsibility <br />for addressing this area was with the Council more than <br />the Administrator. LaValle felt that a time 1og of <br />inspections might be beneficial, and did not feel this <br />was an unreasonable request. LaValle reported that he <br />receives a lot of questions in the area of code <br />enforcement. LaValle agreed that there was harmony <br />among the staff inembers, and felt that the fact that <br />staff enjoys working for the City says a lot for the <br />City Administrator. <br />The City Administrator suggested that there might be <br />two options for trying to improve the code enforcement <br />situation, the first to improve what is currently being <br />done, and secondly to evaluate the help situation. The <br />Administrator pointed out that a lot of expectations <br />are placed in the area, and it might be unreasonable to <br />make these demands on one person. The Administrator <br />reported that he is in the process of redoing the <br />performance review forms to make them more goal <br />oriented. <br />Morelan asked if the Administrator was getting adequate <br />direction from the Council. <br />The Administrator pointed out that there are five <br />Council Members, each of whom have different <br />perspectives. The Administrator felt that perhaps code <br />enforcement should be addressed first in a workshop <br />meeting with the Council and the Building Official, and <br />a work plan for code enforce developed. <br />The Mayor suggested that the individual Council Members <br />make themselves available to spend time during the work <br />day with department heads to see just what their job <br />involves. <br />The Administrator also noted the elimination of the <br />Council/Staff liaisons a couple years ago. The <br />Administrator felt it might be advantageous to look at <br />bringing this back in a committee format to generate <br />some communication back and forth with the Council and <br />department heads. The Administrator indicated that he <br />would have more on this issue at a later date. <br />Page 2 <br />
