MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1993 <br />M+ in this area, feeling that he showed good attention <br />to detail. Scalze rated the Administrator as M, <br />feeling that he could be more visionary on innovative <br />trends. Scalze suggested that perhaps the <br />Administrator did not have enough time to spend in this <br />area, and suggested that he utilize volunteer help such <br />as retired executives. Morelan indicated that work <br />assigned by the Council was completed with dispatch and <br />efficiency, but suggested there could be improvement in <br />getting some information on a more timely basis. <br />Morelan was also concerned with the volume of items <br />included in the additions to the agenda for each <br />meeting. <br />Hanson felt that the fact that items are included on <br />the additions to the agenda was because the staff is <br />trying to be accommodating to those requesting to be <br />heard. <br />Morelan stated that he did not have a problem with new <br />business, but rather follow-up documentation. <br />Scalze expressed concern for the lack of attention to <br />detail displayed by the City Engineer at the recent <br />assessment hearings. <br />LaValle indicated that he had a problem with the City <br />Engineer's distributing information at the meeting, and <br />pointed out that the Council hired and engineering <br />firm, and if there is a problem, the Council should <br />inform the City Administrator so he can address it. <br />Hanson pointed out that the City Council must rely on <br />information provided by the consultants. <br />Pedersen suggested that perhaps people are not doing <br />their job because they are not sure what their job is. <br />Pedersen felt there needed to be more procedures in <br />place and more monitoring of details. <br />The Administrator reported that there are a lot of <br />procedures in place now, but agreed that there could be <br />more. The staff has done a good job with development <br />agreements in the last few years, staff is working on <br />upgrading the City's computer software and is looking <br />into adding a data base system. There are <br />opportunities, however, for the development of more <br />systems and procedures. <br />Scalze asked about follow-up for removal of the <br />stockpile on the Mogren property. <br />Page 4 <br />
