MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1993 <br />The Administrator reported that the City Attorney is <br />involved, and staff is following his recommendations <br />for handling this situation. <br />Council next reviewed the Administrator's relationship <br />with the Mayor and Council. Hanson rated the <br />Administrator as Exceeding Expectations in this area, <br />and Scalze agreed. Scalze commented that the <br />Administrator communicates well with the Council, but <br />suggested that more communication was needed in memo <br />form rather than by phone due to the time factor <br />involved. Scalze felt that the Administrator needed to <br />be more direct with the Council and offer more <br />suggestions. Morelan rated the Administrator as <br />Exceeding Expectations and commented that he did not <br />see a lot of room for improvement in this area. <br />LaValle and Pedersen agreed. Pedersen felt that too <br />often the Council looked to the Administrator for his <br />opinion, feeling that while the Administrator should <br />offer his opinion, it should only be used to frame the <br />debate, with the Council making the decision. <br />Morelan agreed, and suggested that the Administrator's <br />recommendations should offer options or alternatives <br />for the Council's consideration. <br />The Administrator encouraged the Council to contact him <br />with any questions or concerns at any time. The <br />Administrator indicated that his concern was sharing <br />information in a timely and equal fashion among the <br />Mayor and City Council, and assured the Council that <br />this was always his goal. <br />Council reviewed the Administrator's performance in the <br />area of Long Range Planning. Hanson rated the <br />Administrator as Meeting Expectations. Hanson felt <br />that the Council, Administrator and City staff needed <br />to work together in the area. Scalze agreed and felt <br />that lack of staffing was a problem, therefore, again <br />suggested the use of retired executives in this area. <br />Morelan rated the Administrator as Below Expectations <br />in this area, feeling this was more a criticism of the <br />City Council than the Administrator, however. LaValle <br />and Pedersen agreed with the comments made. <br />Council then reviewed Relationship with Public/Public <br />Relations. Hanson rated the Administrator as Meeting <br />Expectations, feeling that staff was very professional <br />and helpful. Scalze rated the Administrator as Meeting <br />Expectations. Morelan's rating was Meeting <br />Expectations to Exceeding Expectations, pointing out <br />how the Administrator has dealt with the public during <br />the assessment process for the 1993 improvements. <br />Page 5 <br />
