MINUTES <br />CITY COUNCIL <br />OCTOBER 27, 1993 <br />allowable as long as flows across private property are <br />not being increased. <br />Scalze pointed out that blacktop and rooftops are being <br />added and asked how flows would not be increased. <br />Gust reported that the pond is being added so that <br />flows are not increased. Gust pointed out that the <br />drainage proposal has been reviewed by the Watershed. <br />Scalze stated that she would like the Watershed and <br />City Engineer to tell her that it is O.K. to funnel <br />drainage onto someone else's property. Scalze pointed <br />out that this drainage will run across the Sculley <br />property and then into Kohlman Lake. <br />The City Administrator pointed out that the Watershed <br />has reviewed the plans and issued the permit. However, <br />he would discuss this concern with Cliff Aichinger of <br />the Watershed. The Administrator pointed out the <br />drainage of the Jackson Aeights plat where drainage was <br />allowed across the adjacent industrial property as long <br />as the rate of flow was not increased. Therefore, Mr. <br />Gust's comments are consistent with past actions. <br />Gust reported that he will be submitting final designs <br />for review. <br />Hanson asked if the developers hoped to begin <br />construction this year. <br />Gust replied that they were hoping to get the <br />centerline staked and do some tree removal so that the <br />property will dry out by spring. <br />Pedersen asked if it were possible to extend the street <br />further south so that property to the south is not <br />landlocked. <br />Gust pointed out the wetland immediately south of the <br />proposed street. Gust also stated that due to the <br />limitations on lengths of cul-de-sacs, any extention of <br />the street would require its connection to LaBore Road. <br />John Sculley, 3000 LaBore Road, felt it would be <br />difficult to direct run-off into Kohlman Lake because <br />of the topography of the area. Sculley stated that he <br />did not want to see polluted water run into his <br />property. <br />Scalze noted that the Planning Commission was given a <br />copy of the City Planner's thoroughfare plan for the <br />area. <br />Page 10 <br />
