MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />statement on the single frontage water main projects <br />left to do in the City. The Administrator pointed out <br />that those projects will be cost prohibitive for the <br />property owners, and the City should set a policy <br />determininq the amount of City participation in <br />single-frontage projects. Once that policy is <br />established, the City can hold improvement hearings on <br />these projects and present to the property owners what <br />the City is prepared to do. The property owners can <br />then make a decision on whether or not they want the <br />project. The Administrator pointed out that at $6,000 <br />or $8,000 or $9,000 per lot for water main, property <br />owners are not going to support the project. The <br />Administrator felt that ultimately the City will have <br />to water these areas from a public safety standpoint. <br />The Administrator felt that a policy recommendation <br />could be ready by the end of December or early January. <br />The Council can then react to that recommendation and <br />an improvement hearing can be scheduled after a policy <br />has been adopted. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-11-271 - ACCEPTING THE KELLER PARKWAY <br />AND LAKESIDE COURT WATER MAIN FEASIBILITY REPORT AS <br />SUBMITTED BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />Scalze asked if Keller Parkway provided any trunk <br />system benefit, or only system looping benefit. <br />The City Engineer replied that there was no trunk <br />system benefit to the Keller Parkway improvement. <br />Hanson pointed out that it may be feasible for the <br />property in Maplewood east of Arcade Street to get <br />water from Little Canada. Hanson asked if a larger <br />water main would be required to provide water to this <br />area. <br />The City Engineer reported that if the water main is <br />extended easterly with a dead-end main, 8-inch line <br />would have to be used. <br />The Engineer pointed out that the preliminary <br />assessment roll presented this evening will need to be <br />refined, and that the cost estimates will change <br />somewhat since a 25o engineering/administration cost <br />should have been used instead of the 20% used.. <br />Page 10 <br />
