MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />FENCING IN The City Administrator reported that the issue of <br />RYAN IND, fencing requirements within Ryan Industrial Park had <br />PARR been discussed by the Community Pride Committee with <br />relation to the area of code enforcement. The fencing <br />issue was then referred to the Planning Commission <br />which debated the requirement of screening of outdoor <br />storage. The Commission is recommending that the <br />Ordinance be amended to add slatted chain-link fencing <br />as an acceptable screening material for outdoor <br />storaqe. The Administrator requested that the City <br />Council act on this recommendation. Once acted upon, <br />the Building Official will be able to proceed with <br />enforcement within the Park. <br />Scalze pointed out the Commission's discussion the <br />Ordinance does not allow outdoor storage in the front <br />of buildings. Scalze asked how many properties in the <br />Park had outdoor storage in front of their buildings. <br />The City Administrator pointed out that there may be <br />some properties that need to relocate their outdoor <br />storage. However, the properties on the north end of <br />the Park have no alternative other than outdoor storage <br />in front of their buildings. The Administrator <br />reported that staff would take the approach of <br />reviewing site plans and the Code with property owners, <br />informing them where there were deficiencies. If <br />property owners raise concern with their ability to <br />comply, those will be addressed on a case-by-case <br />basis. Staff will attempt to apply ordinances and site <br />plan requirements as uniformly as possible. <br />Scalze pointed out that discounting the properties to <br />the north, there are other properties with outdoor <br />storage in the front of their buildings. Scalze was <br />not sure how adding slatted chain-link fencing as a <br />screening material will impact those properties. <br />The Administrator pointed out that the City Planner has <br />indicated that outdoor storage is not allowable in the <br />front of a building. The Administrator questioned why <br />the City would allow that storage to remain in the <br />front of the building unless there was a specific <br />reason for doing so. <br />Scalze asked if existing chain-link fencing in front of <br />buildings would be required to be removed. <br />The Administrator reported that chain-link fencing may <br />be an allowable fencing material, but under the current <br />code is not allowable as a screening material. <br />Scalze indicated that she liked the requirement of <br />Page 11 <br />
