MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />water main at the same time the County reconstructs <br />Keller parkway. Estimated cost of the project is <br />$321,760, or approximately $8,000 per lot, if the <br />project were done at the same time the road is <br />reconstructed. <br />Hanson asked if project costs would be assessed <br />equally. <br />The City Engineer replied that the City's policy has <br />been to assess water main projects on a per lot basis. <br />If a property was large enouqh to be dividable, that <br />property would be assessed for the number of lots that <br />could be developed. <br />The Engineer pointed out that the improvement of Keller <br />Parkway does not include reconstruction of Lakeside <br />Court. The City could install water main on Keller <br />Parkway and postpone water main for Lakeside Court <br />until the street has deteriorated to the point where <br />reconstruction is necessary. At the improvement <br />hearing the City will be able to get the input of the <br />Lakeside Court residents on this issue. <br />Aanson asked the County's timetable for improving <br />Keller Parkway. <br />The City Engineer reported that the County is looking <br />at 1994 or 1995 for improvement of Keller Parkway. The <br />City must be prepared to proceed with the water main <br />improvement to take advantage of the cost savings in <br />combining the projects. <br />Scalze reported that the County represented to the City <br />that Keller Parkway would be upgraded in 1994. <br />The City Administrator replied that the County <br />indicated that Keller Parkway may be improved in late <br />1994 or possibly 1995. <br />The City Engineer reported that with budget cutbacks, <br />the County has had to push some projects back. <br />Morelan asked if the City has been petitioned for the <br />improvement of Lakeside Court by water main. <br />The City Administrator reported that the City has not <br />received a petition, however, there has been interest <br />expressed in a Keller Parkway water main project. <br />The City Administrator recommended that the Council <br />accept the feasibility report, but that scheduling a <br />public hearing on the improvement be delayed until <br />staff has an opportunity to put together a policy <br />Page 9 <br />
