MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />masonry or wood fencing as outdoor storage screening <br />materials, and asked why the City should add slatted <br />chain-link to the list. <br />The City Administrator pointed out the comments made by <br />the Planning Commission that a responsible property <br />owners will have a well-maintained property regardless <br />of what type of materials are allowed. The <br />Administrator suggested that the feeling is that <br />slatted chain-link is more durable than some of the <br />wood fencing. <br />Pedersen pointed out that slats in chain-link fencing <br />get broken and the fencing begins to look tacky. This <br />would raise another enforcement issue for the City. <br />LaValle stated that he would rather the chain-link <br />fence not be slatted. Without slats, the Sheriff's <br />Department has visibility into the storage areas. <br />LaValle also indicated that after a period of time <br />slats get broken or faded and the fencing becomes <br />unattractive. LaValle pointed out that Ryan Industrial <br />Park is an industrial park and outdoor storage is <br />expected. If junk cars and debris on properties is a <br />problem, the fencing will only hide the problem. <br />Scalze agreed that the City has been permitting the <br />screening of materials that shouldn't be in the park. <br />The City Administrator indicated that the purpose of <br />the ordinance amendment is not to allow the screening <br />of materials that should not be stored on properties, <br />but to define what are allowable screening materials. <br />LaValle stated that he was not in favor of slats, and <br />questioned that the City really needed screening of <br />outdoor storage. LaValle suggested that screening of <br />this storage hinders code enforcement. <br />Pedersen pointed out that the screening provides a <br />cover for equipment the businesses may use which is <br />unattractive. For example, cars that are in disrepair. <br />Pedersen pointed out that the nature of some of the <br />businesses in the park require equipment or materials <br />which should be screened. <br />LaValle felt that slatted fencing would screen junk or <br />debris which should be removed. <br />Scalze suggested that the Building Official should <br />report on exactly what he is trying to get rid of in <br />the Park. <br />Page 12 <br />
