MINUTE5 <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />Morelan asked how this issue got to the Planning <br />Commission level. <br />The City Administrator reported that the screening <br />issue was first discussed by the Community Pride <br />Committee and then referred to the Planning Commission <br />for a recommendation. Since the road project is <br />completed, the City is at the point of stepping up code <br />enforcement within the Park, and would like this issue <br />addressed before that beqins. <br />Morelan suggested that perhaps there was no need for <br />screening at all, but rather a need for the businesses <br />to get rid of the materials they do not need. <br />The Administrator again reported that the intent is not <br />to hide the debris, but clarify the types of screening <br />materials allowed. Currently the Ordinance allows <br />masonary or wood fencing. The question is whether <br />slatted chain-link can be added to that list. <br />Scalze stated that she would like to hear from the Code <br />Enforcement Officer on what problems exist and what he <br />can do to address them. Scalze felt that slatted <br />chain-link may look worse than what it is trying to <br />screen. <br />Pedersen felt that the Council should vote on the issue <br />of whether or not slatted chain-link is an acceptable <br />screening material in the Industrial District. Code <br />enforcement issues are a separate matter. <br />Scalze stated that she did not like slatted chain-link <br />because of its tendency to deteriorate. Scalze again <br />raised the issue of outdoor storage in front yards. <br />LaValle suggested that perhaps if screened outdoor <br />storage areas were limited to a small area of the <br />property, for example an 8 foot by 8 foot area, he <br />could support the screening of this area with slatted <br />chain-link. However, he had a problem with screening <br />the entire back yard of a property. <br />LaValle suggested that the matter be tabled pending a <br />report from the Building Official on code enforcement <br />issues in the Park. <br />The City Administrator pointed out that adding slatted <br />chain-link to the list is an ordinance amendment which <br />would require a public hearing. <br />Morelan agreed that perhaps screening with slatted <br />chain-link fencing on a small scale would look good, <br />Page 13 <br />
