MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />Council for their review prior to the November 30th <br />Budqet workshop. <br />Morelan reported that he would like additional time to <br />think about the funding request of the Family Violence <br />Network, and was not prepared to act on the City <br />Administrator's recommendation in this area. <br />The City Administrator pointed out that it is his <br />recommendation that 1994 may not be the year to begin <br />providing funding to additional programs such as this. <br />Scalze felt that funding of a program such as the <br />Family Violence Network was a County function, and she <br />did not view it as the City's responsibility. Scalze <br />felt that if the County is making cuts in their funding <br />of various programs, it was not the City's role to pick <br />these programs up. <br />Morelan felt that the $5,000 funding request made by <br />the Family Violence Network was out-of-line, but felt a <br />certain responsibility to look at the request. Morelan <br />stated that he would like to look at the request <br />further at the November 30th workshop. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-11-274 - ADOPTING THE RECOMMENDATIONS <br />OF THE CITY ADMINISTRATOR WITH REGARD TO ADJUSTMENTS TO <br />THE 1994 PROPOSED BUDGET AS OUTLINED IN HIS LETTER <br />DATED NOVEMBER 19, 1993 <br />The foregoinq resolution was duly seconded by Pedersen. <br />Ayes (4) Scalze, Pedersen, LaValle, Hanson. <br />Nays (1) Morelan. Resolution declared adopted. <br />Scalze asked when the Council will see a capital <br />improvement listing. <br />The City Administrator reported that the listing will <br />be submitted to the Council on Friday evening along <br />with a revised budget document. The Administrator <br />pointed out that the capital improvement listing will <br />not need to be finalized alonq with the 1994 Budget, <br />however, the General Capital Improvement levy will. <br />Scalze asked if the City had a policy for equipment <br />purchases, and if that policy suggested the purchase of <br />used equipment whenever possible. <br />The City Administrator replied that the City considers <br />all its options in making equipment purchases, and in <br />Page 16 <br />
