MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />some cases used equipment is the City's only option. <br />The Administrator reported that staff is currently <br />studying the way Public Works vehicles are maintained, <br />and whether maintenance should be in-house or not. The <br />Administrator reported that staff is constantly <br />evaluating its operating procedures to try and ensure <br />that things are being done in the most efficient way <br />possible. <br />JOINT Hanson reported that there was a joint workshop of the <br />VADNAIS Vadnais Heiqhts and Little Canada City Councils to <br />HEIGHTS/ discuss the development of the Mitchell property. As <br />LITTLE a result of that workshop, it was the consensus of the <br />CANADA Councils that a committee should be established to <br />WORKSHOP review issues relating to the development of this <br />MITCHELL property. That committee should consist of two members <br />PROPERTY of each City Council, a representative of either the <br /> Park or Planning Commission of each City, as well as a <br /> resident at large. Hanson asked for volunteers from <br /> the Council to work on the committee. <br />Hanson also reported that at the workshop the developer <br />indicated that he may be willing to develop the <br />Mitchell property lying in Little Canada with <br />single-family homes. The developer would like to <br />submit a proposal for the property in Vadnais Aeights <br />at the December 28th meeting of the Vadnais Heights <br />Planning Commission. <br />Scalze reported that she has discussed the issue with <br />residents of the Twin Lake Trail area, and she feels <br />these residents are the most impacted by the <br />development. Scalze was concerned that in the City's <br />zeal to work with a neighboring city on a joint powers <br />agreement, that these residents are not overlooked. <br />Hanson pointed out that the joint powers agreement <br />would address utility issues as well. <br />Scalze was concerned with limiting the committee to one <br />resident-at large. <br />LaValle pointed out that meetings of the committee <br />should be open to the general public. <br />Pedersen was concerned that having 40 residents at the <br />meetings would limit progress. <br />Morelan pointed out that all final decisions will be <br />made by the City Council. <br />Scalze felt the City was attempting to form a committee <br />Page 17 <br />
