MINUTES
CITY COUNCIL
NOVEMBER 24, 1993
to do something that Vadnais Aeights wants to do. If
the meetings only dealt with issues such as sewer and
water, Scalze did not believe the residents would care
as much as they do.
Pedersen pointed out that the committee would address
park issues in addition to other development issues.
The park issues that need to be resolved are whether or
not there is a park, or the nature and location of the
park if one is decided upon.
Scalze felt the main issue was whether or not there
will be a park and its location. Scalze pointed out
that a park in this area is not on the City's park
plan, therefore, why is a meeting needed to decide
where the park will go.
Hanson pointed out that if the area develops as R-1 the
City will have to address whether or not there should
be a recreational area for residents.
Scalze pointed out that when R-2 development was
proposed for the area the Park and Recreation
Commission recommended a cash park charge.
Morelan felt that R-1 development was different and
that the park issue should be revisited if R-1
development is proposed.
Pedersen pointed out that the Park Commission may wish
to have an open space or natural park in the area.
Cheryl Sommer, 285 Twin Lake Trail, stated that it was
her understanding that a committee would be formed to
consider development issues on the Mitchell property,
and that a resident representative was being sought.
Sommer volunteered her time to serve on the committee.
Sommer stated that it was her understanding that the
residents of the Twin Lake area do not want a park, and
would prefer to preserve the open space due to the
character of the land which lies between two lakes as
well as the wildlife. Sommer did not believe a park
would be a draw for high-priced, quality homeowners and
that it was the character of the land and where it lies
that would be the draw.
The Administrator reported that both Howard Remerowski
and Jim Reyerson have volunteered to serve on the
committee.
LaValle felt that since there are three residents
volunteering, all three should be appointed to the
committee.
Page 18
