MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />the Administrator suggested that it can be ratified <br />either now or as part of the Capital Improvement <br />process. <br />Morelan suggested that this matter wait until the <br />Council looks at the entire Capital Improvement Budget. <br />RICE STREET The City Administrator reported that there has been no <br />REDL'VELOP- additional information submitted to the City with <br />MF~IIT regard to the Rice Street/Little Canada Road <br />redevelopment project. The Administrator reported that <br />he met with Mr. Vitale and was informed that Mr. <br />Collyard is still workinq on the project. The <br />Administrator stated that his concern is that the <br />developers had indicated that things would move along <br />farily quickly, and this has not happened. The City <br />has received a lot of calls asking for additional <br />information, and the City has no additional information <br />to provide. The Administrator recommended that a <br />letter be sent to Mr. Collyard documenting the fact <br />that there is no agreement between the City and the <br />developer on a project in this area. The Administrator <br />was concerned that should another development proposal <br />be made, Mr. Collyard may feel that there is an implied <br />contract between him and the City. The Administrator <br />felt the letter should indicate that there is no <br />contract and that the City is keeping its options open. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-11-276 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO SEND A LETTER TO MR. GARY COLLYARD <br />CONFIRMING THAT THERE IS NO CONTRACT BETWEEN THE CITY <br />AND MR. COLLYARD PERTAINING TO A REDEVELOPMENT PROJECT <br />IN THE RICE STREET/LITTLE CANADA ROAD AREA <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />STOP SIGN Hanson reported that he received a call from Dick <br />LITTLE Boss expressing concern about the number of accidents <br />CANADA RD. at the intersection of Little Canada Road and Lakeshore <br />& LARESHORE Avenue. Hanson then contacted Ramsey County Public <br />Works, who in turn installed larger stop signs at this <br />intersection. Hanson thanked Dan Soler of the County's <br />Public Works Department for his attention to this <br />matter. <br />ECONOMIC <br />DEVELAPMErIT <br />Scalze reported that she and <br />Administrator have met with <br />Page 20 <br />the Mayor and City <br />Gary Wink of the Chamber to <br />
