MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />Scalze wanted to be clear that each department realized <br />this. <br />The Public Works Superintendent reported that the Plan <br />presented was the consensus of staff realizing that if <br />dollars are not there, various items will not get done. <br />Scalze pointed out that there will be an extra $85,000 <br />to work with. <br />The Administrator agreed that at some point capital <br />improvement items are dollar driven. However, if a <br />purchase cannot be justified, it will not be made. <br />LaValle felt that the Capital Improvement Plan <br />presented was a good starting document, pointing out <br />that priorities will change on an on-going basis. <br />Aanson reported that the document was acceptable to him <br />with the same understanding that priorities will be <br />changed. <br />The Administrator agreed that the Plan was not cast in <br />stone. Each year the Plan will be reviewed and he <br />anticipated that items will be shifted around and new <br />ones added. <br />Scalze suggested that items that do not fit the 10% <br />Capital Improvement Listing should be moved to the <br />Capital Improvement Plan. <br />The Administrator reported that it was not the <br />intention that this Plan would be exclusive of the 10% <br />Capital Improvement listing. It was aqain stated that <br />the Plan presented is a first draft. <br />The Fire Chief felt that the Plan presented was an <br />attempt to bring some structure to the planning process <br />for the future. The Chief noted the need to plan for <br />the purchase of major pieces of equipment. The Plan <br />makes a lot of sense and is something that can be used <br />to begin planninq for those large equipment purchases. <br />The Chief noted that it takes a year and a half to plan <br />for the purchase of a new fire truck. Somewhere along <br />the line the dollars have to be there for that <br />purchase. The same is true in planning for Public <br />Works equipment. The Capital Improvement Plan provides <br />the 5-year planning tool that these departments need. <br />Scalze stated that she was not talking about items like <br />mower replacement. <br />Boss felt the Plan did address items such as mowers or <br />parking lot replacement. <br />Page 17 <br />
