MINUTES <br />CITY COUNCIL <br />DECEMBER 8, 1993 <br />Hanson pointed out that the general consensus is to <br />allow outdoor sales and consumption with some <br />controls. These controls protect the City and aid law <br />enforcement, as well as provide security for the liquor <br />establishment. Hanson asked if there were some types <br />of controls the City and liquor establishments oould <br />agree on that would provide the protection the City is <br />looking for. <br />Scalze asked both the liquor establishments and <br />property owners adjacent to the liquor establishments <br />what controls would work for them. <br />Tom Cossack, Gordies, reported that they have been in <br />business at their present location for 17 years and <br />have never had a problem. Cossack reported that they <br />do not want to see people drinking in their cars in the <br />parking lot. They try to limit the outdoor consumption <br />to the area of the volleyball court, however, this is <br />difficult to do short of having a security guard in the <br />parking lot. Cossack reported that in the 17 years <br />Gordies has been in business there has never been a <br />Sheriff's call to Gordies due to the volleyball <br />activity. Cossack pointed out that Gordies wants to <br />run their own business, and they do not want to see <br />anyone bringing in their own alcohol and drinking it in <br />their cars. <br />Scalze felt that the intent of controls would be to <br />control the traffic in and out of the building to the <br />volleyball court. The controls would ensure that <br />outdoor sales and consumption occurs in the volleyball <br />court area and people are not sitting out on the curb <br />at Little Canada Road drinking. <br />Cossack reported that people drinking in their cars is <br />a problem that occurs at every liquor establishment, <br />and the business owners make their best attempt to <br />control this pointing out that it effects their liquor <br />sales. Cossack felt that the issue of outdoor sales <br />and consumption in conjunction with the volleyball <br />oourt is working, and there have been no problems. <br />Therefore, there was no problem that needed to be <br />fixed. Cossack also felt it would be impossible to <br />fence the volleyball area in such a manner as to <br />require traffic to the court through the Gordies <br />building. <br />Scalze pointed out that the volleyball court area is <br />currently fenced off with a snow fence. <br />LaValle replied that this was correct, and pointed out <br />that in the past when there have been outdoor events at <br />Page 11 <br />
