It is hoped that the outdoor deck and volleyball <br />court will increase that business. Any limitations on <br />the business would be very harmful. <br />Scalze asked if there were a volleyball tournament <br />going on if people could leave the volleyball court <br />area or the deck and roam the parking lot with liquor. <br />Duray replied that both areas would be enclosed, and <br />can understand the concerns of having drinking occur <br />anywhere on the property. Duray reported that they <br />have been very aggressive in controling what goes on in <br />the Aogqsbreath parking lot. <br />LaValle pointed out that the City has experienced no <br />problems with the drinking in the parking lots at the <br />liquor establishments nor the outdoor volleyball at <br />Gordies, but has received only one or two isolated <br />complaints. <br />Jim Villeaux, 57 W. Demont, Terrace Heights Mobilehome <br />Court, suggested that the City address the issue via a <br />special use permit. The City could then review each <br />application on an individual basis making sure that <br />proper setbacks are being maintained. Villeaux <br />reported that the residents of the mobilehome court <br />adjacent to the Hoggsbreath and Brady's liquor <br />establishments want their peace and quiet, and would <br />not want to see a volleyball court too close to their <br />homes. Villeaux pointed out that the Hoggsbreath <br />property was large and there was adequate room for a <br />volleyball court while maintaining a reasonable setback <br />from the trailer court property. <br />Scalze pointed out that a conditional use permit is <br />required for outdoor recreation, but not for outdoor <br />sale and consumption of liquor. <br />Villeaux again stated that the people at the Terrace <br />Heights Mobilehome Court are entitled to their peace <br />and quiet; and if they are upset, they will come down <br />to let the City Council know. Villeaux reported that <br />Mr. Duray runs a good operation and there has been no <br />problem with the outdoor food business at the <br />Hoggsbreath in the summer. <br />Joe Vitale reported that he would not like to see a <br />requirement for a special use permit unless the outdoor <br />recreation is permanent. Vitale reported that the <br />outdoor events which have been held at the Venetian Inn <br />have been fenced off, but it would not be possible to <br />restrict access to these events through the front door <br />Page 14 <br />
