MINUTES
CITY COUNCIL
DECEMBER 8, 1993
of the Venetian. Whenever an outdoor event has been
held at the Venetian, a plan has been submitted to the
City showing where the event would be located.
Scalze pointed out that the special events at the
Venetian have been contained in a fenced-in area.
Vitale replied that this is correct, but they would not
want to be required to construct permanent fencing or a
structure. The event is in a fenced area in order to
regulate admissions since an admission fee is charged.
Vitale did not believe that the liquor establishments
needed any more regulation.
LaValle stated that the liquor establishments have had
their own controls in place, and pointed out that the
Sheriff's reports for the past year have shown no
liquor violations or noise complaints at the liquor
establishments.
Scalze agreed that there have been some controls in
place although not as permanent as she would like.
Scalze agreed that there has only been one letter
received expressing concern. Scalze stated that
perhaps the rest of the Council feels comfortable with
the situation as is, however, she is a little
concerned.
Hanson felt that since there have been no problems, the
ordinance should remain as it is. Hanson pointed out
that early on there were problems at Hoggsbreath, and
Mr. Duray was called in and those problems were
resolved.
Morelan pointed out that the City can enact additional
regulation and if it is not complied with, the City
will enforce it to the degree it can. Morelan pointed
out that the liquor establishments are indicating that
they would like to comply with the City's wishes on a
voluntary basis. Morelan felt there was no reason to
enact additional regulations when there is voluntary
compliance, and the City should not burden the liquor
establishments with additional regulation.
There was no one else from the general public present
wishing to comment on this matter.
Mr. LaValle introduced the following resolution and
moved its adoption:
RESOLUTION N0. 93-12-283 - DECIDING TO IMPOSE NO
ADDITIONAL REGULATION ON OUTDOOR SALES AND CONSUMPTION
OF LIQUOR AT ON-SALE LIQUOR ESTABLISHMENTS, AND
Page 15
