MINUTES <br />CITY COUNCIL <br />DECEMBER 8, 1993 <br />Randy Thill reported that the DNR has informed him that <br />it is up to the City whether or not they want to allow <br />taking of deer by bow and arrow within City limits. <br />The DNR informed him they insist that two hunters be <br />involved for safety reasons. If the hunting is <br />allowed, the Sheriff's Department should be informed. <br />Hanson pointed out Scalze's position that before a bow <br />and arrow permit is allowed, the City should hear what <br />how the property owners in the area feel. Hanson felt <br />that since the problem was also a City one in that park <br />property is being damaged, the cost of mailing notices <br />to the property owners should be borne by the City. <br />Thill reported that he spoke with a few residents near <br />the Frattalone property who have indicated they have no <br />problem with the proposal. Thill pointed out that the <br />bow and arrow season is over on December 31st, so there <br />is not much time left within which to act. <br />Heinel reported that recently a deer almost charged his <br />son when he went out to scare it off. Heinel also <br />expressed concern about the health risk due to deer <br />ticks. <br />Hanson reported that he was in favor of the City doing <br />what it can to control the deer population, and stated <br />that he is leaning towards hiring a sharp-shooter to <br />address the problem. <br />Heinel reported that they have 16 acres of property, <br />most of which is bordered by industrial complexes. <br />Heinel offered his property as a site for hunting. <br />Thill reported that the deer are getting very used to <br />people and he has been able to walk within 30 feet of <br />them. The deer are also getting used to the traffic <br />and getting closer to the roads which will result in an <br />accident sooner or later. <br />Heinel expressed concern that someone walking through <br />the park will get charged. <br />Pedersen pointed out that even if hunting is allowed, <br />there will still be deer around, only the number will <br />be reduced. <br />LaValle pointed out that Thill is a resident of Vadnais <br />Heights and is asking for a permit to hunt in Little <br />Canada. <br />Hanson indicated that Thill is the marksman selected by <br />Mr. Frattalone. <br />Page 17 <br />
