MINUTES <br />CITY COUNCIL <br />DECEMBER 8, 1993 <br />Mr. Frattalone indicated that his chosen marksman is <br />Mr. Cossack. <br />LaValle reported that he has a couple of questions he <br />would like answered by the DNR. <br />Scalze did as well. Scalze was concerned that if bow <br />and arrow hunting is permitted, that a hunter who is <br />qualified and a good shot be allowed to do the hunting. <br />Morelan agreed. Morelan asked that someone from the <br />DNR appear at a Council meeting to answer some <br />questions. Morelan asked about the effective date of <br />an ordinance amendment allowing the discharge of a bow <br />and arrow within the City. <br />The City Administrator reported that should such an <br />ordinance amendment be adopted, it would become <br />effective upon publication. <br />Morelan suggested that that the process could be <br />completed in time for next year's hunting season. <br />Aeinel pointed out that this would be too late for next <br />year's crops. <br />Scalze suggested that the matter be addressed at the <br />next Council meeting. <br />The Administrator reported that he would contact Mr. <br />Parker and ask him if he could attend next week's <br />Council meeting to answer any questions the Council <br />Members might have. <br />Scalze suggested that the residents and property owners <br />in the surrounding area be notified of this meeting. <br />The Council discussed the amendment of the City's <br />ordinance allowing the discharge of a bow and arrow <br />within City limits by special permit only which would <br />have to be approved by the City Council. Council <br />indicated that this would apply only during hunting <br />season as permitted by the DNR. <br />Heinel hoped that the matter could be addressed prior <br />to the end of the current hunting season feeling that <br />the problem will not go away, and pointing out the due <br />to the development of Wal-Mart in Vadnais Heights, more <br />deer will move in from that area. <br />Pedersen suggested a permit fee to defray the cost of <br />notifying neighbors. <br />Page 18 <br />
