MINUTES <br />CITY COUNCIL <br />DECEMBER 8, 1993 <br />The City Administrator suggested a$25 permit fee would <br />be adequate to defray notification costs. <br />Morelan reported that he was in favor of amending the <br />ordinance at this point, but that prior to issuance of <br />a bow and arrow permit, he still had questions he <br />wanted answered by the DNR regarding the long-term <br />impact that this will have. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 377 - AN ORDINANCE ADDING CHAPTER 603 TO <br />THE CITY CODE OF THE CITY OF LITTLE CANADA ALLOWING <br />LIMITED DEER HUNTING WITA BOW AND ARROW BY PERMIT <br />The foregoing ordinance was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Morelan, Hanson. <br />Nays (1) Scalze. Ordinance declared adopted. <br />The City Administrator reported that the bow and arrow <br />permit matter will be placed on the December 16th <br />meeting agenda, and he will contact Mr. Parker of the <br />DNR to invite him to the meeting. Property owners <br />within 350 feet of the Frattalone and Aeinel properties <br />will be notified of the Council's consideration of this <br />matter. The Administrator also indicated that a bow <br />and arrow permit form will be drafted, and that form <br />will provide for authorization of the property owner <br />giving the hunter permission to hunt his or her <br />property. <br />Scalze questioned the ability of the City to determine <br />a hunter's skill level. <br />Mr. Frattalone reported that the property owners will <br />not want an amateur hunting their property. <br />The Administrator asked if the ordinance should require <br />the notification of property owners when the City is <br />considering a bow and arrow license. <br />Morelan did not believe that the ordinance should <br />provide for that notification at this time. Morelan <br />suggested that if the issuance of bow and arrow permits <br />becomes an annual thing, then perhaps the ordinance <br />should be amended to provide for that notification. At <br />this time the City can handle the notification as a <br />matter of policy. <br />It was suggested that property owners post their land <br />notifying the public that hunting is in process, rather <br />than the City notifying adjacent properties. <br />Page 19 <br />
