MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 1993 <br />*APPROVING TEMPORARY LIQUOR LICENSE AND PARKING PERMIT <br />FOR THE LITTLE CANADA RECREATION ASSOCIATION'S <br />SOFTBALL ON ICE TOURNAMENT TO BE HELD JANUARY 22 AND <br />23, 1994; <br />*APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Hanson, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />SxORELAND The City Planner submitted to the Council a proposed <br />ORDINANCE revision of the City's Shoreland Ordinance. The <br />Planner reported that the impact of these revisions is <br />not very great since most of the lake property in the <br />City is already developed. <br />Scalze asked the impact of the ordinance on Twin Lake. <br />The Planner replied that the new ordinance will add <br />some restrictions to the treatment of the shoreland. <br />Setbacks will remain the same, density is limited to a <br />certain extent to 4 to 5 units per acre. Recent <br />development proposals for the Twin Lake property are <br />under this density limitation. <br />Scalze asked about controlled access lots referred to <br />in the ordinance and whether the ordinance allows a <br />City park where there is boat docking. <br />The Planner replied that this section refers to joint <br />lake access of private property. The ordinance does <br />allow a public park that has lake access. The Planner <br />reported that this section of the ordinance is optional <br />and the City does not have to allow private access <br />lots. <br />Morelan asked if the ordinance revisions are mandated <br />by the DNR. <br />The Planner replied that the DNR has recommended <br />adoption of a revised Shoreland Ordinance, and has <br />provided a model ordinance. The ordinance before the <br />Council uses sections of this model adapting it to fit <br />Little Canada needs. The Planner reported that the DNR <br />will review whatever ordinance is adopted by the <br />Council using a checklist to ensure compliance with the <br />mandatory requirements. <br />Scalze pointed out that Vadnais Heights does not have a <br />shoreland ordinance, and asked if they will have to <br />adopt one. <br />Page 12 <br />
