MINi~'ES <br />CITY COUNCIL <br />:7AN[JARY 12, 1994 <br />The City Administrator reported that it may be possible <br />to obtain grant dollars for some of the Gervais Mill <br />Park improvements, thus freeing up capital improvement <br />dollars for other items. <br />Hanson asked when the Watershed anticipates that the <br />first phase of the project will be completed. <br />The Public Works Superintendent reported that the <br />Watershed has nearly completed excavation and removal, <br />and will then begin rough grading around the ponds. <br />The Superintendent anticipated that it will be next <br />winter before the Watershed oompletes their portion of <br />the project. When the project is completed, there will <br />be four ponds at the site. <br />Scalze stated that she hated to see the fishing peers <br />and bridges completed prior to the existence of trails. <br />The City Administrator replied that a combination of <br />some wood chip and some asphalt trails have been <br />provided for, but he was not sure where the Watershed <br />was with that issue. <br />Morelan asked if the intention of placinq items in the <br />unallocated column was that these items would not be <br />addressed until beyond 1998. <br />The Administrator replied that this was not the <br />intention. Items would be reviewed annually in <br />relationship to the funding available as well as the <br />needs of other departments. The document before the <br />Council is the first attempt at a General Capital <br />Improvement Budget. <br />Scalze felt that some of the Parks & Recreation items <br />in the unallocated column will need to be moved up to <br />1996. The Administrator agreed, and indicated that <br />some will be moved up to 1995. <br />Morelan felt that the Pioneer Park parking lot <br />expansion needed to be done before 1996, and he would <br />prefer 1994.
