MINUPES <br />CITY COUNCIL <br />JAN[JARY 12, 1994 <br />Morelan felt that temporary overflow parking was not <br />the signal the City should send out. The City would <br />not allow a business to address a parking shortage with <br />temporary overflow parking. Morelan felt that the <br />parking problem had to be corrected. <br />Scalze felt that a 6 P.M. start time for first games <br />should be tried prior to spending $70,000 on a parking <br />lot. Scalze also did not believe the Council made a <br />commitment to spend this kind of money for additional <br />parking in a poor soil area. <br />Morelan felt that the City has tried a lot of things to <br />resolve the parking problem without success. Morelan <br />asked if it were necessary to expand the parking at <br />Pioneer Park, and stated that if the answer is yes, the <br />City needs to do it. <br />Scalze felt the parking lot expansion needed to be <br />prioritized with other capital improvement items, and <br />again stated that the City has not done everything else <br />it could possibly do to resolve the parking situation. <br />Scalze asked why not a 6 P.M, start time pointing out <br />that the cities of Roseville, St. Paul, and White Bear <br />Lake have such start times. <br />The Director felt that 6 P.M. would be feasible for a <br />portion of the ball season, but reported that 6:15 P.M. <br />is the preferred start time by people using the <br />facility. The Director also reported that the start <br />time for youth activities is regulated by the league <br />the City plays in. The Director was not convinced that <br />changing the start time by 15 minutes would help the <br />parking problem. <br />Scalze asked about a 6 P.M. start time for adult games. <br />The Director felt the earlier start time was possible <br />in May and August, but 6:15 P.M. was preferable for <br />June and July. 6:15 P.M. is preferred by players, and <br />works better for getting games started on time. The <br />Director again stated that he did not believe moving <br />the start time up by 15 minutes would make a <br />difference. <br />Scalze reported that she knows of adult games in other <br />cities being played on unlit fields with start times of <br />6:00 P.M. <br />Hanson asked how other communities determine the number <br />of parking spaces in parks. <br />Page 11 <br />
