MINU4'ES <br />CITY COUNCIL <br />JANi7ARY 12 ~ 1994 <br />Council reviewed the Parks & Recreation general capital <br />improvement budget with the Administrator noting the <br />items that the Park & Recreation Commission wanted <br />funded in 1994 are listed in the document. The Park & <br />Recreation Commission has not finalized the ranking of <br />other projects, but plans to do so at a future meeting. <br />Scalze noted that the ranking presented differs from <br />the one submitted by the Commission in September. <br />Scalze noted that tennis court resurfacing is in the <br />unallocated column, and questioned how this can be <br />delayed. <br />The Parks & Recreation Director reported that this was <br />discussed at the Commission meeting, and it was decided <br />that the resurfacing could be delayed one more year <br />without structural damage to the court. <br />Morelan pointed out that some of the items in the <br />unallocated column are sizeable and could blow the <br />5-year plan to pieces. <br />The Administrator noted that availability of dollars <br />each year is a factor in ranking the improvements. <br />Scalze asked how the prioritization of capital <br />improvement items will work beyond 1994. <br />The Administrator reported that once 1994 items are <br />prioritized, 1995 capital improvements will be <br />revisited in greater detail as part of the 1995 <br />budgeting process. Improvements will shift as more <br />analysis of each improvement is done and more <br />information is provided. The Capital Improvement Plan <br />is a guide, and each year improvements will have to be <br />analyzed to determine whether they make the cut for <br />that particular year. <br />Wehrle pointed out that capital improvements will be <br />ranked each year based on dollars available as well as <br />the needs of other departments. There may also be <br />items that come up annually that had not been included <br />in the plan before. <br />Scalze stated that tennis court resurfacing was <br />originally planned to be paid for from 10% funds, but <br />that was dropped. It is not in the unallocated column <br />of the Park & Recreation Department's portion of the <br />General Capital Improvement Budget. Scalze also noted <br />that several items in the unallocated column were on <br />the priority list established by the Park & Recreation <br />Commission in September of 1993. <br />Page 9 <br />
