~INUTES <br />CITY COUNCIL <br />JAIdI7ARY 12 , 1994 <br />The Director reported that 200 parking spaces are <br />needed at Pioneer Park and there are currently 130. <br />Other cities have parks with inadequate parking, <br />however, there is on-street parking available near <br />these parks. <br />The Director reported that a big problem is that <br />traffic to the park goes to the Centerville Road <br />parking lot first. Cars are being parked along the <br />curb blocking parking lot circulation. Only after <br />Centerville Road parking lot is filled will drivers <br />head to the DeSoto Street parking lot. This is the <br />reason the additional parking is being proposed for the <br />Centerville Road side of the park. <br />Hanson suggested that Pioneer Park parking was laid out <br />too conservatively to begin with. <br />The Director replied that the thought was initially <br />that parking would have to be expanded in the future <br />when the property to the north developed. However, the <br />park has developed faster than anticipated, and <br />additional parking is needed now. <br />Morelan stated that no one wants to spend $70,000 on a <br />parking lot, however, the need has been identified and <br />the City cannot ignore the problem any longer. <br />Overflow parking has helped some, but is not a good <br />long-term solution. <br />The Director reported that there are facilities in the <br />Park which are not being maximized due to the lack of <br />parking. <br />LaValle stated that when the design of the park was <br />reviewed, no one said that parking would not be <br />sufficient. LaValle felt that additional parking would <br />be needed when the passive side of the park is <br />developed. <br />Scalze reported that the initial thought was that there <br />would be adequate parking for four ballfields. Scalze <br />did not feel that additional parkinq was needed to <br />address a 15 to 20 minute overlap in ball games that <br />occurs three months of the year. <br />LaValle pointed out that if Pioneer Park parking is <br />expanded, something else will have to be eliminated <br />from the Capital Improvement program for 1994. LaValle <br />again stated that at initial review of Pioneer Park <br />plans, there was no indication that parking was <br />inadequate. <br />Page 12 <br />
