~INUTES
CITY COUNCIL
7ANUARY 12, 1994
The Chief reported that the Fire Department would like
to move ahead with the purchase, and would like to
obtain bids this year. Once bids are obtained, the
cost of the truck would be locked-in, with the Chief
again pointing out the 13~ increase in cost annually.
The Chief also pointed out that it takes a year to
build a fire truck, and the Chief felt that the $80,000
projected in 1995 may be $20,000 to $30,000 short of
what is required.
Hanson commended the members of the truck
their hard work, reporting that the commi
knowledgeable. Hanson also reported that
informational tape provided by the Pierce
Equipment Company at City Hall. The tape
to anyone interested in viewing it and is
informative about the process involved in
constructing a fire truck.
committee for
ttee is very
there is an
Fire
is available
very
ordering and
The Chief reported that the Fire Department and City
Council has taken an innovative approach to planninq
for truck replacement given the representation of the
City Council on the truck committee. The Chief felt
that the process thus far has been productive. The
Chief reported that planning for the purchase of a fire
truck is a very complex procedure. The City has been
fortunate in that Tom Ducharme, the chairman of the
truck committee, is in the trucking business and is
very knowledgeable.
Morelan stated that $230,000 to $250,000 is a lot of
money to pay for a piece of equipment, however, when
you consider that the truck will last 20 to 25 years,
that breaks down to $10,000 per year.
The City Administrator noted the other Fire Department
capital improvement items listed under the unallocated
portion of the budget. Inflation was factored into the
amounts listed for each item. The Administrator
pointed out that in the past gambling proceeds funded
many capital improvement purchases, thus saving
taxpayers a great deal of money. However, at some
point in time funding of capital improvements becomes
the responsibility of the City, and the capital
improvement budget helps the City plan for those
purchases.
Morelan asked about replacement of the 741 truck noting
that it was in the unallocated listing.
The Fire Chief noted that the truck was recently
refurbished and it is projected that the truck will not
need replacement until a year or two beyond the 5-year
plan, in approximately 1999 or 2000.
Page 7
