~INUTES <br />CITY COUNCIL <br />J~NUARY 12, 1994 <br />The Council reviewed the capital improvement budget for <br />rehab of the old fire station. The Administrator noted <br />that $95,000 has been estimated for this project after <br />a cursory review. The previous figure did not include <br />upgrading of the parking situation. The Administrator <br />pointed out that last year the City applied for a CDBG <br />grant for this project, however, that application was <br />denied. The Administrator recommended that another <br />application be submitted for matching funds, and <br />suggested that that application be submitted for 1995 <br />funding. In the meantime the details of the rehab <br />project can be fine-tuned. <br />Scalze felt that a grant application should be <br />submitted for the 1994 funding cycle, rather than wait <br />for 1995. <br />LaValle asked the appraised value of the property. <br />Hanson estimated the value to be at $120,000. <br />Scalze pointed out that there is a lot of life left in <br />the building, and it would be a difficult piece of <br />property to sell. <br />The consensus of the Council was to submit a Community <br />Development Block Grant Application for the 1994 <br />funding cycle. <br />Morelan asked if the grant were funded in 1994, whether <br />the City would be required to come up with the matching <br />funds in 1994 or in 1995. <br />The City Administrator replied that this is a cash flow <br />issue, and noted that the Presbyterian Homes grant was <br />approved in 1991 or 1992, and the City had a year or so <br />before the funds were used. The Administrator felt <br />that the City only needed to make a commitment that the <br />matching grant funds would be there, and dollars would <br />probably not need to be available until the next year. <br />Morelan felt that if nothing else, the City may learn <br />more from submitting an application in 1994. That <br />knowledge may give an application a better chance for <br />approval in the 1995 funding cycle. <br />The Administrator noted that the grant application will <br />go against applications for funding of a lot of social <br />service type programs. The City's chances for approval <br />will depend on the other applications submitted. <br />Page 8 <br />
