MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />The Administrator indicated that some properties that <br />might be affected by this provision are the Heinel <br />property on County Road D and the church property on <br />Viking Drive. <br />Morelan was concerned since he did not know how the <br />policy would affect large parcels. Morelan again <br />stated that property owners holding large parcels for <br />investment purposes should pay 100% of improvement <br />costs. <br />Pedersen pointed out that the assessment would not need <br />to be paid until the property is divided. <br />Morelan noted that a deferred assessment accrues <br />interest. <br />Pedersen felt a parcel that could be divided into 3 or <br />4 lots was an investment. <br />Morelan pointed out that along Edgerton there were <br />parcels large enough to be split, however, it was <br />questionable whether they would be divided due to the <br />topography of the land. <br />The Administrator suggested that the phrase "deviation <br />may be necessary to create a situation deemed equitable <br />by the City Council". <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUT20N NO. 94-2-50 - ADOPTING THE SINGLE FRONTAGE <br />WATER MAIN POLICY WITH THE MODIFICATION TO THE LANGUAGE <br />AS SUGGESTED BY THE CITY ADMINISTRATOR <br />The foreqoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, Scalze, Hanson. <br />Nays (O). Resolution declared adopted. <br />COMM[JNITY Council reviewed the proposed article for advertisement <br />PRIDE for members of the Community Pride Committee. Morelan <br />COMMITTEE indicated that he would like the City Council to make <br />appointments to the committee as well as term limits. <br />Pedersen suggested that making the committee open to <br />15 <br />
