MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />anyone wishing to serve allows people to become <br />involved to their level of interest. <br />Morelan felt that appointments and term limits will <br />help to keep the committee going. <br />Pedersen felt that there may be a constant flow of <br />people in and out of the committee, however, this could <br />help to keep creativity high. Pedersen felt that there <br />should be a chair and co-chair and a core group of <br />committee members, but that the committee should have <br />the flexibility of including people on an in-and-out <br />basis as interests dictate. <br />Scalze pointed out that the committee did not make <br />recommendations, but rather suggestions to the Council. <br />Past committee format was very informal, and she did <br />not want to see the committee formalized in the same <br />manner as the Planning Commission, for example. Scalze <br />indicated that because she and the Mayor were part of <br />the Community Pride Committee, they brought back the <br />committee's suggestions to the City Council. <br />Aanson felt that the Committee should be advertised and <br />that the Committee should be self-directing at this <br />point. <br />The Administrator suggested that if there is a lot of <br />interest in membership, the Council could fine-tune the <br />details later. <br />Scalze felt that the committee was a way for citizens- <br />at-large to meet with the City Council, representation <br />from the Planning Commission, and City staff on an <br />informal basis. In addressing issues, the committee <br />had formulated a consensus which was brought back to <br />the City Council as a suggestion. <br />Hanson reported that the people involved on the <br />committee were involved because they wanted to make a <br />contribution to the community. <br />Morelan agreed that the committee structure used in the <br />past appears to have worked. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />16 <br />
