MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1994 <br />the improvement of Lake Street, the estimated cost was <br />less than $45 per front foot. However, application of <br />the City's assessment policy changes lot orientation <br />and the assessable footage involved. Therefore, the <br />assessment amount is increased. The Administrator <br />reviewed the recommendations and conclusions contained <br />on page 5 of the feasibility report. <br />Morelan asked if the Lake Street improvement was bid <br />last year. <br />The Administrator replied that a quote was obtained for <br />the improvement of Lake Street as a change-order from <br />the contractor doing the 1993 improvements. <br />Improvement hearings were held based on those <br />estimates. <br />Morelan asked if the cost of improving the intersection <br />at Lake Street and Lakeshore Avenue was being assessed <br />against the abutting properties. <br />The Administrator replied that the amount of that <br />intersection that needs to be disturbed is still up in <br />the air at this point. Lakeshore Avenue is in fairly <br />decent shape, and if properties on Lakeshore are <br />assessed for the Lake Street improvement, they could <br />not be assessed again when Lakeshore is improved in the <br />future. <br />Morelan asked if the City would pick up the cost of <br />reconstruction of the intersection and apply it towards <br />the cost of the storm sewer improvement. <br />The Administrator agreed that this would be the <br />recommended course of action from a fairness standpoint <br />due to the fact that the intersection is being <br />disturbed cue to the construction of storm sewer <br />improvements. He also pointed out that the feasibility <br />report proposes to not include Lot 14 in the <br />assessment. Lot 14 is more appropriately assessed when <br />Lakeshore is reconstructed. However, the proposed <br />assessment rolls have not been studied in detail at <br />this point. <br />Morelan stated that he was concerned that there may be <br />the need for a sidewalk along the south side of Lake <br />Street from Jackson Street to the park.
