MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1993 <br />Pedersen pointed out that there will never be a budget <br />deficit since money will not be spent if it is not in <br />hand. <br />Morelan suggested that perhaps the 1994 priorities need <br />to be reviewed and adjusted to eliminate the deficit. <br />Voice messaging may be one item that could be delayed. <br />The Administrator reported that voice messaging will <br />impact staff time spent handling the phones, and would <br />also provide the ability for a menu of information on <br />parks and recreation programs. The Administrator <br />recommended that revenues be increased by $4,000 for sale <br />of equipment, and that the file cabinet, office <br />furniture, field groomer, Pioneer Park amenities and lap <br />top computer be delayed until the City knows that the <br />deficit is resolving itself. <br />Morelan replied that in a sense this is the <br />prioritization of 1994 CIP items. Morelan asked if the <br />$15,000 budgeted for a Cushman Truckster could be <br />lowered. <br />The Public Works Superintendent replied that this is a <br />possibility due to the variety of models that are <br />available. The Administrator indicated that he has not <br />heard sufficient information on this purchase to be <br />comfortable with lowering the price at this time. <br />Morelan stated that he was not comfortable with delaying <br />the additional parking in Pioneer Park. Morelan noted <br />that the Park & Recreation Commission is recommending <br />additional temporary parking on the Centerville Road side <br />in 1996 and additional permanent parking on the DeSoto <br />Street side in 1996. A long-term recommendation is to <br />finalize the additional permanent parking on the <br />Centerville Road side. Morelan felt additional parking <br />was needed in Pioneer Park before 1996. <br />Scalze reported that the thinking was that the temporary <br />overflow parking worked well and should be larger, and <br />until the dollars are there and a decision made on where <br />the additional permanent parking should go, temporary <br />overflow parking used. <br />Morelan stated that the temporary overflow parking worked <br />to a degree, but is not a long-term solution.
