MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1993 <br />justification of any purchase made. The Council could <br />authorize the 1994 CIP Budget, recognizing that further <br />review of the 1995 CIP Budqet would occur this fall as <br />part of the budgeting process. <br />The Council discussed the 10o CIP Budget, and the <br />Administrator stated that the two signs planned for 1994 <br />have not been given final approval. However, the Fire <br />Department uniforms and CAD system had been approved. <br />Pedersen recalled that the CAD system was still up in the <br />air since the Fire Department was unsure whether or not <br />the County was going to be ready with the system. <br />The Administrator replied that he would check this out. <br />Morelan asked if Scalze was interested in seeing 10% <br />funds used for funding the General Capital Improvement <br />Budget. <br />Scalze replied that that would depend on what had to be <br />cut from the budget. <br />Morelan felt the issue was one of what 10o funds should <br />be used for noting the City's policy on using gambling <br />money for capital improvements. <br />The Administrator reported that the City's new computer <br />system was installed last week, and new accounting <br />software will be installed this summer. The <br />Administrator noted that funding for the Comp Plan update <br />is listed in 1994, but could be spread out over a two- <br />year period. Also noted was the $9,000 budgeted for a <br />voice messaging system for the City's phone system. The <br />Administrator also pointed out that rehab of the old fire <br />station may or may not occur in 1994 depending on what <br />happens with the City's grant application. This could be <br />an improvement that occurs in a future year. <br />The Administrator reviewed the Recreation Department and <br />Public Works Department portions of the CIP Budget. <br />Morelan again stated that he would like to see the plan <br />redone to eliminate the deficit. <br />Scalze suggested that the City first determine what the <br />1994 surplus will be. <br />9 <br />
