MINUTES CITY COUNCIL FEBRUARY 23, 1993 justification of any purchase made. The Council could authorize the 1994 CIP Budget, recognizing that further review of the 1995 CIP Budqet would occur this fall as part of the budgeting process. The Council discussed the 10o CIP Budget, and the Administrator stated that the two signs planned for 1994 have not been given final approval. However, the Fire Department uniforms and CAD system had been approved. Pedersen recalled that the CAD system was still up in the air since the Fire Department was unsure whether or not the County was going to be ready with the system. The Administrator replied that he would check this out. Morelan asked if Scalze was interested in seeing 10% funds used for funding the General Capital Improvement Budget. Scalze replied that that would depend on what had to be cut from the budget. Morelan felt the issue was one of what 10o funds should be used for noting the City's policy on using gambling money for capital improvements. The Administrator reported that the City's new computer system was installed last week, and new accounting software will be installed this summer. The Administrator noted that funding for the Comp Plan update is listed in 1994, but could be spread out over a two- year period. Also noted was the $9,000 budgeted for a voice messaging system for the City's phone system. The Administrator also pointed out that rehab of the old fire station may or may not occur in 1994 depending on what happens with the City's grant application. This could be an improvement that occurs in a future year. The Administrator reviewed the Recreation Department and Public Works Department portions of the CIP Budget. Morelan again stated that he would like to see the plan redone to eliminate the deficit. Scalze suggested that the City first determine what the 1994 surplus will be. 9
