Another change is elimination of the filter <br />crusher requested by Public Works. Public Works has <br />identified a business in Ryan Industrial Park which will <br />provide this service to the City. <br />The Administrator reported that the 1994 Capital <br />Improvement Budget is balanced, however, there is a <br />$14,455 deficit for 1995. The Administrator stated that <br />the budget includes a lot of variables. Revenues have <br />been projected conservatively and expenses have been <br />projected somewhat high. The Administrator also pointed <br />out that the City will be selling the dump truck which it <br />recently replaced, therefore, a revenue category for sale <br />of equipment could be added. It was the Administrator's <br />opinion that the General Capital Improvement Budget will <br />work out, and the deficit will disappear on its own. The <br />Administrator reported, however, that he has some ideas <br />for eliminating the deficit, but first he would like to <br />hear the comments of the Council on the budget document. <br />Morelan asked if there was a budget deficit in any year <br />other than 1995. <br />The Administrator replied that there is a deficit of <br />$1,691 in 1997. However, it would not take much to <br />eliminate that deficit with higher interest earnings or <br />lower expenses, for example. The Administrator reported <br />that staff discussed adjusting the Budget to eliminate <br />the deficit, however, felt that it should first be <br />presented to the City Council. The Administrator stated <br />that while he is confident that the deficit will be <br />eliminated on its own, he felt that the City needed to <br />plan for addressing the deficit. <br />Hanson asked how frequently the CIP Budget would be <br />reviewed. <br />The Administrator replied that the Budget would be <br />reviewed by staff every time an expenditure is made or <br />significant revenue changes occur. Review of the <br />document by the City Council will occur at least annually <br />as part of the normal budgeting process. <br />Scalze pointed out that the City has always had gambling <br />funds in hand before it made expenditures. Scalze asked <br />if the $30,000 shown on page 7 under Revenues, Fire <br />Department Proceeds, was revenue from charitable <br />
