MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 1993 <br />that she was uncomfortable spending charitable gambling <br />funds that were not in hand. Scalze stated that funding <br />is a question, and she was not sure when the City needed <br />the new fire truck, January 1st or July 1st. <br />Pedersen stated when the matter is considered again, he <br />would like to know where the Fire Department is in terms <br />of repayment for the ladder truck. <br />The Administrator continued review of the <br />Accounting/Administration portion of the CIP Budget, and <br />pointed out that the Planning Commission would like to <br />proceed with updating the City's Comprehensive Plan. The <br />Administrator also noted the $12,500 budgeted for <br />community survey, and the need to determine how that <br />matter will be finalized. The Administrator suggested <br />that based on the deficit projected, there are purchases <br />that can be held postponed. Those include the file <br />cabinet and office furniture, lap top computer, and <br />Pioneer Park site amenities. <br />Scalze asked if Pioneer Park site amenities included park <br />benches noting the need to get some benches in the park <br />along the trails. <br />The Administrator replied that benches were a portion of <br />it. The Administrator suggested that not all the <br />amenities were necessary immediately. The field groomer <br />could also be delayed, and it was pointed out that full <br />justification for this purchase had not yet been made. <br />The Administrator recommended that proceeds from the sale <br />of the City dump truck which was just recently replaced <br />could be added to the revenue portion of the CIP Budget. <br />Morelan was not sure it made a lot of sense to plan for a <br />defiait in the CIP Budget. If the numbers shown in the <br />budget are accurate, Morelan stated that the plan was <br />unworkable. Morelan suggested that the Budget be redone <br />to show no deficit recognizing that this may mean some <br />hard decisions need to be made to balance the budget. <br />The Administrator did not believe there would be a <br />deficit since there are many variables as part of the <br />budget and hopefully the numbers shown are conservative <br />enough. The Administrator pointed out that the <br />recommendations he made for delaying certain purchases <br />more than make up for the deficit.
