MINUTES <br />CITY COUNCIL <br />M21RCH 9, 1994 <br />1994 STREET The City Engineer reported that if a patch and overlay <br />IMPROVEMENTS improvement is not done on Westwind and Windrow Drives, <br />in the next year or two there will be no option but to <br />reclaim or reconstruct the streets. <br />Morelan pointed out that at the previous meeting, a 10 <br />year life was projected for a patch and overlay, and a <br />20 year life projected for a full-depth reclamation. <br />It was suggested at that meeting that a patch and <br />overlay might last longer than 1o years. <br />The Engineer pointed out that when a patch and overlay <br />is done, the subgrade is not being addressed. With a <br />reclamation project a street is getting three inches of <br />new asphalt versus an overlay over a street which is 17 <br />years old. <br />Morelan felt that if the street would last 20 years <br />with a reclamation project, that made the most sense <br />pointing out that the cost would not be twice as much <br />as the patch and overlay option. <br />The Engineer pointed out that at a 100o assessment rate <br />for the rehab project, the cost would be approximately <br />$21 per foot. <br />Morelan pointed out that the project will cost a <br />certain amount of dollars, and if the rehab project <br />results in a product that will last twice as long for <br />half again the cost, that would seem to make the most <br />economic sense. <br />The Engineer stated that under a reclamation project, a <br />long life roadway can be assured since repairs will be <br />made to the subgrade area wherever necessary. With an <br />overlay, the City would not know what subgrade <br />conditions are. <br />Scalze pointed out that soil borings could be done to <br />determine subgrade conditions. <br />The Engineer pointed out that there are poor drainage <br />conditions in the Windrow and Westwind areas. <br />Scalze pointed out that a patch and overlay will <br />provide a crown on the street which, in turn, will help <br />14 <br />
