MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />drain the street. <br />The City Administrator pointed out that if the street <br />has existed for 17 years, subsurface problems would be <br />showing up. <br />The Engineer stated that he would predict a 10 year <br />street life with a patch and overlay improvement, and a <br />20 year life if a full depth reclamation were done. <br />Morelan stated that it was not his intention to <br />consider Option 2, the full depth reclamation, as a <br />street rehab. Morelan felt that a mill and overlay was <br />a reconstruction-type project and should not be <br />assessed at 1000 of the cost. Morelan also asked about <br />the policy of providing some rebate to property owners <br />if a street needed to be reconstructed prior to it <br />lasting 20 years. <br />The Administrator stated that the difference is in how <br />rehab and reconstruction are defined. <br />Morelan pointed out that once an urban street is <br />constructed, if it does not meet the 20 year minimum <br />life, the property owner would be entitled to a rebate <br />of a portion of the cost because the street did not <br />meet its useful life expectancy. <br />Scalze pointed out that the Park and Recreation <br />Commission is recommendinq a walkway across the three <br />lots on the south side of Lake Street from Jackson <br />Street to Nadeau Wildlife Park. <br />Morelan asked if the walkway should be included in the <br />bid specs for the street improvement. <br />The Engineer replied that the walkway could be included <br />in the bid specs or added later as a change-order to <br />the project. Another option would be to bid it as a <br />separate project. <br />Morelan asked when the decision would have to be made <br />on the walkway to qet it included in the bid specs. <br />The Engineer reported that after the improvement <br />hearing it would take 6 to 8 weeks to get the bid specs <br />completed, therefore, a decision on the walkway should <br />15 <br />
