MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />be made 5 to 6 weeks after the improvement hearing. <br />The Engineer reported that he looked at the Jackson/Old <br />County Road C/Lakeshore Avenue area to determine <br />whether or not these streets could be declared MSA <br />streets. The Engineer reported that in order to <br />designate the streets MSA, the City would either have <br />to improve the two corners which would require <br />acquisition of two lots, or install stop signs at these <br />corners. Another requirement would be for full <br />reconstruction of the streets in order to ensure a full <br />street section meeting MSA standards. The Engineer <br />pointed out that Option 2 would provide a 20-year <br />street life at a lower cost than full reconstruction. <br />Based on the additional cost and the requirement of <br />stop signs at the corners, the Engineer did not think <br />the City would want to declare these streets MSA. <br />Morelan asked about curb and gutter along the west side <br />of Jackson Street. <br />The Engineer reported that allowing street run-off to <br />filter through adjacent grassy areas does improve storm <br />water quality. However, curb and gutter along an urban <br />section street does protect the edge of the roadway. A <br />gravel shoulder would require more maintenance since <br />gravel gets kicked onto the roadway, thus scarring the <br />surface. Curb and qutter would also facilitate the <br />placement of a bike trail in the area. The Engineer <br />pointed out that the City's policy has been to upqrade <br />roadways to an urban section, and it was the Engineer's <br />recommendation that curb and gutter be included on the <br />west side of Jackson Street. <br />Scalze suggested foregoing curb and gutter along the <br />City's property that fronts on a wetland or <br />recreational use. Scalze pointed out that most <br />residents request curb and gutter in order to improve <br />the appearance of their property and provide a boundary <br />for mowing. <br />Pedersen felt that property owners would argue against <br />curb and gutter and did not feel it right for the City <br />to forego it along City property, but require it along <br />residential property. <br />Scalze pointed out the use of surrounding property for <br />16 <br />
