MINUTES <br />CITY COUNCIL <br />MARCIi 9, 1994 <br />filtering run-off before it gets into wetland areas. <br />Pedersen suggested that there be more than one outlet <br />in the curb and gutter directing the run-off into <br />wetland areas. <br />The Engineer suggested that a sedimentation structure <br />could be put in to control sediment at the outlet. <br />Morelan pointed out that the lack of curb and gutter <br />could negatively impact the road surface. <br />The Engineer stated that there are advantages to having <br />curb and gutter other than just appearance and water <br />carrying capabilities. The Engineer pointed out that <br />the City is planning a trail on the west side of <br />Jackson Street, and a rural section roadway would <br />require the adjacent ditch to be retained. This would <br />interfere with the trail location. If curb and gutter <br />is installed, the ditch alongside Jackson Street could <br />be filled in. This would give the City more <br />flexibility for placing the trail. <br />Morelan stated that the traffic count figures for <br />Jackson Street surprised him. <br />The Engineer reported that the fiqures are 1993 Ramsey <br />County figures. The County found that while there is a <br />great deal of traffic on these streets, it is <br />distributed throughout the day. <br />The Administrator reported that he will provide the <br />Council with traffic count information shortly. <br />Morelan felt that heavy traffic on this roadway along <br />with two 90 degree curves was not a good situation. <br />Morelan stated that he would like to see the City look <br />at diminishing traffic on that roadway. Morelan felt <br />that a good deal of the traffic was coming from the <br />multiple-dwelling units in the area on its way to the <br />freeway. Morelan pointed out that there is no traffic <br />light at the intersection of Demont and Rice Street, <br />and suggested a light at that intersection may make for <br />easier access onto Rice Street, thus enticing traffic <br />to go that way. Morelan indicated that another more <br />radical option might be to remove the portion of <br />Jackson Street between Lake Street and Demont. <br />17 <br />
