MINiI'PES <br />CITY COUNCIL <br />MAFtCH 9, 1994 <br />The Public Works Superintendent felt that traffic would <br />then cut through on Ruth or Stark Streets to the <br />freeway. The Superintendent suqgested that residents <br />feel access to 35E is quicker than taking Rice Street <br />to Highway 36. <br />Morelan felt the Superintendent~s comments may be right <br />and pointed out that he was looking for a way to <br />diminish traffic on Jackson Street. <br />RECESS At this point in the meeting, 9:08 P.M., Council took a <br />short recess. The meeting was reconvened at 9:20 P.M. <br />ASSE5SMENT The Administrator suggested the need for an assessment <br />POLICY policy workshop to discuss assessment rates for overlay <br />WORKSHOP and street rehabilitation projects as well as any other <br />policy adjustments which may be needed. It was the <br />consensus of the Council to hold the workshop on <br />Monday, March 21st, at 7:30 P.M. provided that the Fire <br />Relief Association meeting could be held at 6:00 P.M. <br />that same evening at City Hall. <br />FIVE YEAR The City Administrator presented the Council with a <br />CAPITAL revised Five Year Capital Improvement Budget. The <br />IMPROVEMENT Administrator pointed out that the document provides <br />BUDGET for an increase in the cost of upgrading the City's <br />computer system as well as a reallocation of interest <br />earnings. <br />Scalze indicated that it was her understanding that the <br />Council approved the 10% Capital Improvement listing, <br />however, none of the specific purchases were approved. <br />The City Administrator stated that his understanding <br />was that when the listing was approved, the 1994 <br />purchases were approved as well, except for items 2 and <br />3 which require additional study and justification. <br />Scalze was concerned that when capital improvement <br />budgets are approved, all items on those budgets are <br />being cast in stone. Scalze asked why the 10% Capital <br />Improvement Budget would be different from any other <br />fund. <br />18 <br />
