MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />Morelan felt the Capital Improvement Budget was an <br />excellent document and was something which the City <br />needed for a long time. The document provides good, <br />long-term planning for the City. Morelan stated, <br />however, that it was unfortunate he could not vote in <br />favor of the adoption of this document since he feels <br />that the additional parking at Pioneer Park should be <br />prioritized earlier than it is. <br />The Administrator pointed out that adoption of the <br />Capital Improvement Budqet will include authorization <br />to purchase 1994 items except for those that exceed <br />$25,000 in cost and would require the formal biddinq <br />process to be followed. Therefore, the majority of <br />items oould proceed under the staff's normal pricing <br />review, except for the two signs in the 10o Listing <br />which require further justification and study. The <br />Administrator pointed out that purchases prioritized <br />for 1995 would be reviewed again as part of the 1995 <br />budgeting process. <br />The Administrator also pointed out that under the <br />Public Improvements section of the Budget, proposed <br />improvements would have to come back to the Council and <br />handled under the improvement hearing process. <br />xanson pointed out that the Fire Department made <br />another payment to the truck fund leaving a balance due <br />of $35,350. This is reflected in the Fire Equipment <br />Capital Replacement Account. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-59 - ADOPTING THE GENERAL CAPITAL <br />IMPROVEMENT BUDGET AS PRESENTED BY THE CITY <br />ADMINISTRATOR WHICH INCLUDES ADOPTION OF 1994 <br />EXPENDITURES AS INCLUDED IN THE DOCUMENT AND AS <br />EXPLAINED BY THE CITY ADMINI5TRATOR <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Hanson, Scalze. <br />Nays (1) Morelan.
