MINUTES CITY COUNCIL MARCFI 9, 1994 been able to finalize bow and arrow proficiency testing. However, Jon Parker of the DNR has indicated that proficiency testing should proceed for Dave Cossack, and Mr. Cossack will be contacting Mr. Parker to get that testing scheduled and completed. The DNR has indicated that bow and arrow hunting should be completed by April 15 through 30, therefore, the Administrator suggested that approval of a bow and arrow permit for Mr. Cossack be granted by the City Council subject to completion of successful testing. Three applications for bow and arrow permits were submitted to the DNR for review, and Mr. Parker indicated that only Mr. Cossack appeared to be qualified. Scalze asked if the permits would be limited. The Administrator replied that the DNR has indicated that hunting must be limited so that it is completed some time between April 15th and 30th. Morelan pointed out that since the DNR has indicated that only Mr. Cossack appears to be an experienced bow and arrow hunter, the permit applications submitted by Mr. Heinel would not be approved. The Administrator reported that the DNR has indicated that only one hunter should be allowed in the area at a time, and if more than one permit is approved, an alternating hunting schedule would have to be worked out. Morelan suggested that Mr. Heinel be contacted and informed about the DNR's position on the matter so if he is interested in pursuing the matter, he could contact Mr. Cossack. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 94-3-60 - APPROVING A BOW AND ARROW PERMIT FOR MR. DAVE COSSACK FOR HUNTING OF DEER ON THE MYERS FRATTALONE PROPERTY AND THE RICHARD HEINEL PROPERTY, SUBJECT TO SUBMISSION OF A PERMIT APPLICATION FOR MR. COSSACK BY MR. HEINEL FOR I-IUNTING ON THE HEINEL PROPERTY, CONDITIONED THAT MR. COSSACK SUCCESSFULLY COMPLETES PROFICIENCY TESTING BY THE DNR, AND 5UBJECT 21
