MINiI'PES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />TO ANY CONDITIONS AND LIMITATIONS TO THE PERMIT AS <br />REQUIRED BY THE DNR <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Morelan, Hanson. <br />Nays (1) Scalze. Resolution declared adopted. <br />WATER & The City Administrator submitted to the Council <br />SEWER RATES proposed water and sewer rates for 1994. The <br />Administrator pointed out that it will not be necessary <br />to increase water rates during 1994 even though the <br />cost of water purchased from St. Paul is increasing by <br />about 3%. This is because 1993 was a wet year, <br />therefore, water usage was below normal. The <br />Administrator also reported that the City will receive <br />a rebate in water charges from the City of St. Paul for <br />overcharges incurred when the City~s water meter <br />readings were over-adjusted by St. Paul. <br />Regarding the sewer budget, the Administrator reported <br />that the City is receiving an increase in rates from <br />the MWCC increase reflects adjustments from two years <br />ago. <br />The Public Works Superintendent reported that the MWCC <br />is looking at this two-year lag time in reconcillation <br />of billings realizing the negative impact this has on <br />cities. Future rate increases may still be a year <br />behind, however. <br />The Administrator reported that to balance the budget <br />an increase of just over l0o appears to be necessary in <br />residential and commercial rates. It is also being <br />proposed that the sewer charge be increased from $34.00 <br />per quarter to $37.50. This charge has not been <br />increased since 1991. <br />Scalze asked about the complaint received from a <br />property owner with a sewer-only account. <br />The City Administrator reported that our water <br />availability charge is based on SAC units. The <br />Administrator referred to some analysis of this <br />situation that he has done and which was included in <br />the information presented to the Council this evening. <br />The Administrator recommended that the water <br />22 <br />
