MINUTES <br />CITY COUNCIL <br />MARCH 9~ 1994 <br />availability charge for sewer-only accounts be set at a <br />maximum of three SAC units in that no other benefits <br />accrue to this type of account if water usage is not <br />occurring. <br />Morelan questioned the SAC unit adjustment for a <br />restaurant versus a car wash. <br />The Administrator replied that not only is wast volume <br />considered, but also the strength of the waste. <br />Morelan asked if properties connected to water pay for <br />sewer based on water usage. <br />The Administrator replied that that was correct for <br />high volume users. Residential users are charged <br />$34.00 per quarter for sewer usage. <br />Morelan asked the relationship between the water <br />availability charge and SAC units. <br />The Administrator replied that this is part of the <br />utility billing system that was established a number of <br />years ago. <br />Scalze pointed out that a property with City water <br />available to it has a right that she does not since <br />there is no City water main on her street. <br />LaValle questioned the allocation of 7 SAC units to the <br />3020 Rice Street mobilehome park. Morelan also <br />questioned whether the Venetian Inn should be charged <br />three times as much for a water availability charge as <br />a car wash. LaValle pointed out that the Venetian Inn <br />is paying five times as much as the 3020 mobilehome <br />park. <br />The Administrator replied that the water availability <br />fees charged the mobilehome parks are the result of <br />Council action modifying the formula so that mobilehome <br />parks are paying one SAC unit equalized each 75 feet of <br />frontage. <br />LaValle suqgested that some research be done on the <br />issue of water availability charge. <br />Scalze asked how the City's sewer and water rates <br />23 <br />
