MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />evaluation of the Building Official/Fire Marshal/Code <br />Enforcement Officer position will be done to determine <br />the alternatives available to the City. <br />ALTERNATIVE The City Administrator reported that he as well as the <br />LEARNING Mayor and Council Member LaValle met with <br />PROGRAM representatives of the Alternative Learning Program on <br />the issue of the number of police calls at their site <br />in the old Capitol View building. The Administrator <br />reported that there are actually two programs at the <br />site, that is the Alternative Learninq Program for <br />emotionally and behaviorally-disturbed students, and <br />the Alternative Learning Center. It is the ALP which <br />generates the majority of the police calls. The ALP <br />has approximately 70 students, and the majority of the <br />problems at this site has been with 6 of these <br />students. <br />The Administrator informed the Council that the <br />representatives of the ALP informed them that the <br />majority of the calls were to file reports that are <br />necessary to document student problems through the <br />juvenile court system. ALP indicated that they are <br />willing to handle much of this paperwork themselves, <br />thus relieving this burden from the Sheriff's <br />Department. ALP will also try to coordinate some of <br />the necessary reporting with the other counties <br />involved. There are students at the ALP from not only <br />Ramsey County, but Washington, Anoka, Chisago, and <br />Hennepin as well. The Administrator reported that ALP <br />was very cooperative and willing to work with the City <br />and the meeting was very positive. ALP did not realize <br />the amount of time they were requiring of the Ramsey <br />County Sheriff's Department, thus tying up a deputy's <br />time that aould be used for other calls. <br />LaValle reported that ALP will be setting up some <br />meetings with the other counties as well as the <br />juvenile prosecution division to expedite the paper <br />work and court appearances that Ramsey County deputies <br />had been responsible for. <br />The Mayor agreed that the representatives of the ALP <br />were very cooperative and willing to work with the City <br />to resolve the issues. <br />25 <br />
