MINUTES <br />CITY COUNCIL <br />MFIRCH 9, 1994 <br />MONTREAL The Mayor reported that me met with the president of <br />COURTS the Gaughen Company, the owner of Montreal Courts <br />Apartments, as well as the resident manager. Montreal <br />Courts has issued an open invitation to any Council <br />Member to tour the complex. Iianson reported that <br />Montreal Courts is pursuing an aggressive resident- <br />screening program. Rents at the complex are not <br />inexpensive, therefore, the area is not a low income <br />area. Some of the residents have lived in the complex <br />for a number of years. Montreal Courts indicated that <br />they welcome the presence of the Ramsey County <br />Sheriff's Department at the complex. They are also <br />putting together a program whereby the residents get to <br />know one another. Of the 440 units in the complex, as <br />of Monday, 218 are signed up to be involved in a <br />neighborhood watch program. The complex is also <br />thinking about issuing resident parking stickers, with <br />visitors to the complex being required to obtain a <br />parking pass. <br />Scalze did not believe the City meant to give the <br />impression that all the residents of Montreal Courts <br />were bad and costing the City taxpayers money. Scalze <br />indicated that there are only a few residents causinq <br />problems repeatedly. Scalze asked if the Sheriff's <br />Department could identify the units in the complex that <br />are repeatedly generating police calls. <br />The Administrator reported that the Sheriff's report <br />the City receives identifies the building number, but <br />not the unit number. The Administrator suggested that <br />he contact the Sheriff's Department to see if the unit <br />number could be tracked as well. <br />Pedersen pointed out that 12 to 15 percent of the <br />City's population lives in Montreal Courts, therefore, <br />the fact that Montreal Courts generates 10 percent of <br />the City's police calls is not out-of-line. <br />Morelan felt that Montreal Courts got a bad rap over <br />the incident which occurred earlier this year. <br />However, since there are a good percentage of police <br />calls in a very small geographic area of the City, the <br />City should take a look at this and see what can be <br />done to address it. <br />Hanson pointed out the actions that Brooklyn Park took <br />26 <br />
