MINUTES <br />CITY COUNCIL <br />MARCH 9, 1994 <br />described the property location on the north side of <br />Twin Lake as well as the fact that the property is <br />heavily wooded and slopes toward the lake. Uban <br />reported that the developers have oonsidered what the <br />best way would be to develop this property and what <br />performs best for the environment. Uban pointed out <br />that the south side of the lake is already developed <br />with single-family housing, there is a church on the <br />property to the west and a mobilehome park in the area. <br />Uban reported that a single-family home development is <br />being proposed on the portion of the Mitchell property <br />lying in Vadnais Heights. Vadnais Heights is proposing <br />a public park adjacent to the Little Canada site. <br />Uban reported that the townhome development would be <br />serviced via a private road system with one entrance <br />from Vadnais Blvd. and two cul-de-sacs. 26 townhome <br />units are proposed on this 17 acre site, which <br />translates to 1 1/2 units per acre. Uban reported that <br />more homes could be developed under the existing R-1 <br />zoning than is being proposed for R-2. <br />Uban reported that a much larger setback is being <br />proposed from the lake with townhome development <br />setbacks ranging from 100 feet or more. Single family <br />homes could be built much closer to the lake. Uban <br />pointed out that with a townhome development docks on <br />the lake would be restricted to one common fishing pier <br />to serve the entire townhome association. With single- <br />family home development, each home abutting the lake <br />could have its own private dock. <br />Uban presented pictures of the type of home that Pratt <br />Homes, the builder, is proposing to construct. Uban <br />reported that the townhomes would be high-quality and <br />have the appearance of large single-family homes. Uban <br />reported the type of people who would buy these homes <br />are typically empty-nesters or professionals who are <br />not interested in a lot of maintenance. Drives, <br />grounds and building exteriors would be maintained in <br />common versus a single-family home development where <br />varying levels of maintenance are usually evident. <br />Uban reported that the conservation area along the lake <br />would remain natural. The townhomes would be clustered <br />together allowing for more open space toward the lake <br />and between the units. The townhome association would <br />4 <br />
